In October 1952, the CIA conducted an assessment of UFO sightings and their national security implications. The Office of Scientific Intelligence concluded that while the Air Force already had a team studying the cases, it was not sufficient to address the deeper aspects of the phenomenon. The need to investigate not only unidentified flying objects but also their potential use in psychological warfare and the air vulnerability of the United States was highlighted. A specialized group was proposed to analyze these issues with a more scientific and strategic approach.
The document noted that sightings could be used to generate panic or confuse air defense systems. It also raised the possibility that the Soviet press was silent for strategic reasons, suggesting Moscow already understood the phenomenon. The CIA recommended establishing a clear public policy to inform the public and prevent misinformation, while developing more in-depth research.
