In 1952, the CIA conducted an assessment of unidentified flying object (UFO) reports, then commonly referred to as flying saucers. The goal was to determine whether these phenomena had implications for U.S. national security. The investigation concluded that while the Air Force was already studying each case individually, this approach was insufficient to fully understand the problem. The CIA noted two main risks: a psychological one, related to public impact, and an operational one, regarding the potential use of UFOs in psychological warfare or as a real threat to air defense.
The agency recommended forming a specialized group to investigate the phenomena in depth, including scientific and technological aspects. It also proposed establishing a clear policy to inform the public and prevent panic. The CIA emphasized the importance of understanding the Soviet level of knowledge about UFOs and whether Moscow might be exploiting these events for strategic purposes. This document reveals how, even during the Cold War, unexplained aerial phenomena were taken seriously as a matter of national security.
