In March 1953, the CIA submitted a scientific report on unidentified flying objects (UFOs) to the U.S. Secretary of Defense. This document, prepared by a panel of scientific experts, concluded that UFOs did not pose a direct threat to national security. Despite public rumors and speculation, the report emphasized that there was no evidence suggesting the observed phenomena were of foreign origin or capable of hostile actions. It also noted that the continued public focus on UFOs could create a climate of paranoia that might hinder responses to real threats.
The panel recommended that national security agencies stop treating UFOs with special attention and instead work on educating the public to distinguish between false alarms and genuine signs of danger. An integrated program was proposed to demystify UFOs and strengthen official communication channels. This report, classified at the time, is an important testimony of how U.S. authorities tried to manage a perception crisis during the Cold War.
